How might we get the city of La Crosse to pay attention to the residents and do something about the toxic gases the new waste-water facility is pumping into surrounding neighborhoods?

If you are not familiar, the City of La crosse's new anaerobic digester has been pumping toxic gases into surrounding neighborhoods such as the Powell Poage Hamilton Neighborhood. Residents are experiencing headaches, dizziness, and eye irritation from the gases.
Yes, the digester is broken. And yes, a fix has been in the works...but without urgency or with admittance that it should not be run until the fix is complete as toxin levels are low enough to not cause health issues for residents.
