Are city-wide magic contracts exclusive to Ehrenfest City, or do they also exist elsewhere in the duchy?

I'm asking because from what I understand, Ehrenfest City has a barrier setting the range for these contracts. Do other cities or settlements also have these barriers, and are they necessary for city-wide contracts to function? I find it hard to believe that laynoble or even mednoble-tier giebes would be able to set up and fuel such barriers.

Essentially, what does a merchant in Glaz or Dahldolf do to protect his interests against noble greed?
