Recently bought a used motorcycle from a direct owner. Just wanted to share my experience of changing ownership without going to JPJ.
Firstly, seller and buyer needs to be advanced users on MySikap. Usually you need to verify biometrics at JPJ. But if you love your annual leaves, alternatively you can setup MyDigital ID on your phone. If you already have the MyJPJ app, logout and log in again using the MyDigital ID option. Congrats, you are now an advanced user on MySikap. You will now have access to all transactions under the "Kenderaan" tab.
Seller fills in buyer's IC detail and email address under Permohonan Pertukaran Hak Milik (Pemilik Berdaftar). Buyer confirms the ownership transfer under Permohonan Pertukaran Hak Milik (Pemilik Baharu) and pays RM3 fee. Go back to myJPJ and click 'Jana Semula' in your profile, you should be able to see details of the vehicle.
Now road tax and insurance will be void. If you try to buy the insurance from insurance websites, you will not be able to as you will get an error stating identity number and vehicle registration number do not match. You will need to call or email the insurance company or agent directly. I chose to call the insurance company directly sebab malas nak bayar commission agent lol (also I was not in a rush). They will email you the quotation and request some details for you to provide. Once your insurance is settled, you can now purchase the road tax on MyJPJ.

*for car transfers I think the only difference is seller needs to also provide Puspakom B5 details under Permohonan Pertukaran Hak Milik (Pemilik Berdaftar). I could be wrong
