Walmart sent me a refund notification of 700$ on the 16th of April, and till now it's still not applied, is that normal?

For context, I made the original payment with credit card through PayPal

Question regarding a stock I bought when it was on the Canadian exchange, It had a book cost of 52$ and I invested 40k into, in March it was delisted on the Canadian stock exchange and it was transferred to the NYSE, but now the book cost of my investment is 37.02 which translates to 50.61 CAD and the 40k I invested is now 28626.29 which translates to 39,225.68 cad, so my question is what happened? Did I lose money or is my money still fully there???
