So my 5070 is running about 950 TOPS with a small OC. The B70 is in the 300's despite being faster than a 5060TI in gaming. It feels like with more power it should break 400 and it might at least close on the 5070 in gaming. It feels like it should have been more around 500-600 TOPS?

Not anymore...

Is it not also a war crime to blow up random countries oil tanker ships doing commerce and injecting hundreds of millions of tons of C02 into the air in the process?
