I mean where we make wudi

I have old Toyota Corolla 2008

The AC is blowing cold only when it’s running and at traffic lights or block it blows warm

I was used to it for last two summers but now I do have a little boy and he will not be liking it 😅

Anyone know what could be the reason or any good mechanic for AC ? Mechanic I have went recommended me to change compressor within 30 seconds of diagnosis which seems skeptical and expensive.
