When do I call or chat? Line is always busy.
I've been trying to call the IRS for a first time penalty abatement for the past 2 weeks. I usually call around 7am, but have called around mid day and 7pm. I live in CA and even tried to call at 4 am to see if it would allow me to connect early (it didnt). Chat gives me the same response that all reps are busy.
What do I do, short of just mailing the form?
