TLDR: you still get your permanent offline license it just works differently now.
A lot of misinformation going around about the Sony DRM stuff, so I thought I'd set it straight here
How it worked befoe:
You buy a game on PSN: You get a permanent license to play offline, provided you are on your home console.
How it works now:
You buy a game on PSN. You get a provisional license that's valid for 30 days for offline play. This lasts until the end of the refund period
After the refund period starting at the 15 day mark, you are automatically issued a permanent license for indefinite offline play if you signed on (which is why people are reporting the countdown disappears at that time)
Otherwise if you don't sign into PSN before the 30 days, you won't be able to play it offline until you sign back in and get the permanent license.
The only difference between the way it works now and before is that you start with a provisional license which then turns into a permanent one after the refund period, instead of just starting with a permanent one.
Do I completely agree with it? No I think its a silly thing to force. But also is it as bad as people are claming? No
