This was probably a japanese animated movie because it had a similar style to the movie Grave of Fireflies. There was a boy who had his little sibling on his back and he had a ticket from his dad, a ticket that could take them anywhere. And there was this maybe dream scene where he had his brother on his back and he was extending the white ticket to the conductor saying "This ticket can make us go anywhere!" And the conductor didn't say anything and just turned away and the train left them too.

There was also a scene where a lady gave birth inside the train.
