Why am I being strung along

Hi everyone! I just wanted to get some insight and different perspectives on my situation. I went through 3 rounds of interviews with a tech company as a customer success manager and the wait has been killing me. I had my first initial screening call on March 31st and my last, final round April 24th. It’s been 3 weeks — the recruiter said they are having some internal discussions and doesn’t have a timeline yet for an update. the hiring manager said I was one of their top candidates but they’re still in the process of interviewing. Does this mean I most likely won’t get the job? If it was a rejection, I’m not sure why they would keep updating me on their own every week to inform me they’re still discussing some things. I noticed today the job posting was reposted but I think it was the auto repost feature, instead of manually by the recruiter — could be wrong though. Any input would be great! Thanks so much.
