I have a neighbour who I suspect is neglecting their dogs. The dogs are never let outside for walks or to go to the bathroom, I suspect they’re kept locked in kennels all day, and we hear her screaming at the dogs from the street if they bark at the window for even a second. It breaks my heart to see/hear and I want better for those poor animals.

But because the dogs aren’t let outside, there’s no proof of how she treats them and I’m not sure what can be done by the city. Do we call 311 for a wellness check? The humane society? Leave a note on their door to let them know we see what they’re doing? Any suggestions would be helpful!
