I am wondering if there’s a way to deal with this as talking with the manager won’t work she doesn’t like listening and doesn’t give out holiday even when applied for 2 weeks in advance

My co worker was told the reason for him being denied the Sunday off was because someone in our department already had it off while this was probably true me and him are the only ones that work the Sunday we are both multi skilled but our manager has set out strict rules with team support not to pull us from our department unless necessary we have never been pulled off our department on a Sunday any idea on how to resolve this?
