What did Palpatine want to be viewed during his 13 years as supreme chancellor? How did he want everyone from common people, the jedi order to other high end people and politicans in the galaxy to view him exactly? And how did he use the public perception he had to shift into the empire?

I've always seen Sheev as acting as a boring old desk jockey who acts and means well but doesn't stand out at all, maybe he makes generic public appearances for important charities or galas but in general comes of as nothing more than a one note boring old politican.
