What fabric is best for this suit?

Hi! I'm a VERY beginner to all this and was wondering what fabric would be best for the suit I'm wanting to make. I'm not sure if I should use the standard fabric I see everyone use or something smoother. It's made more difficult by the fact that the suit would turn into a "cape" type thing at about the waist.

Any help is much appreciated :)
