These gutter people have come out to my house for the third time to fix leaking gutters that they installed last fall due to poor caulking

This most recent time they came out and installed this weird metal piece to I guess divert tater into the other gutter or something? Can someone who knows gutters tell me if this is a thing? What do I do about it?
