The Lovers toff model of the Leech Lover cult can spread out panic tokens whenever something nearby heals. All healing abilities of the cult cannot heal beyond the starting wounds of a unit.
M question is, does healing 1 wound or more whilst already at full strength count as healing for the purpose of spreading out tokens?
Or does the self-healing ability of The Lovers only start to trigger panic tokens once it takes damage from something?
