Me and my buddy are thinking of building a pc for a friend that’s currently playing on a 3050 lap top he’s been using for years we were thinking of building him this

Gpu: 3080
CPU: 5800x3d (I will have one leftover once I upgrade to ddr5 soon)
Motherboard: B550 tomahawk (included)
Ram: DDR4 3600 MHz 32gb (included)
Cooler: Peerless assassin
PSU: 750 w
Storage: 1TB Samsung nvme
And as cheap as we can go with the case that still has good airflow if we shop marketplace and find deals could we build this at 650$ total? Just want to do something nice for a buddy while not breaking the bank

Was thinking of getting the micro center bundle for the 9800x3d + Motherboard + ram combo and selling my current build
