• I have agricultural land in Ludhiana
• As per the Master Plan, it falls in the industrial zone
• The land is on a 16.5 feet road
• I want to construct 2–3 industrial sheds of ~5000 sq ft each and rent them out to small industries
• I am NOT planning to run any industry myself — purely construction + rental

❓ QUESTIONS I NEED ANSWERED (number-wise if possible):
Do I need CLU (Change of Land Use) even if the Master Plan already shows it as industrial zone? Or does the Master Plan designation itself allow construction?
What is the step-by-step process — number wise — from today until I can legally start construction? Which offices, in which order?
Where exactly do I apply — PUDA, LPA, Improvement Trust, MC Ludhiana, or GLADA? Who has jurisdiction over my area?
What are the setback requirements for an industrial shed on a 16.5 feet road? Front, sides, rear?
What should the height of the shed be? Is there a minimum or maximum as per Punjab building bylaws or industrial norms? (Thinking RCC or pre-engineered — what works better for rental?)
Do I need special permission or a different category of electricity connection for an industrial shed? Or can I get a commercial/industrial PSPCL connection directly once construction is done?
What is the realistic legal money involved?
