basically what the title said. Does {{user}} apply to playable characters in the scenario? or only to personas you made?

and just in case it doesn't apply, how can I instruct the bot to only control character A and leave Character B (the one im playing as) alone? because having to write "Do not repeat/act as/think as {{user}}" is tiring.
