Inexperienced painter. How best to remove this paint? Spinning brushes on drills, then sand? And can I paint with an outside spray primer then outdoor spray paint? Is there a smarter way? Thanks!

Picked up at house sale. It’s a new repro, but solid. The shade was billed as “glass” but when I tap it, sounds like thick plastic. Does this material have a name?
