What makes a NPC "Hardened"?
So I'm a new GM to the game, and recently red through the rules about hardened mooks/lieutenants - and it explains when a player is HARD, but not what makes these NPCs different to their base counterparts.
Danger Gal Dossier offers rules for making NPCs but it's all point buy, it doesn't offer "Hard mooks aren't allowed this" or "A Hard lieutenants highest combat stat should be X" unless I've missed something completely.
Are there any agreed upon boundaries for NPCs? For example:
Hardened Mooks should have no more than 25HP, their max combat skill can only be +8, they are only allowed these cyberware implants Etc etc
