Upstairs Neighbor

I hope it’s alright that this is in English since I’m still grasping Danish 😅 I wanted to ask what a ‘normal’ upstairs neighbor sound is.
For context, I live in Copenhagen, not inner city but in a more residential area. My upstairs neighbors are a family with a small girl (4/5 years old)who is often angry (stomping, crying) and has been put in the staircase on more than one occasion to ‘cry it out’.
I’m writing this now as I was woken up to what sounded like a child screaming their head off. I could hear shuffling and movement from the apartment above me so assumed the noise was coming from there. Also based on this history of the girl and the parents’… parenting, it wouldn’t be uncommon that they let her ‘scream it out’ WHILE keeping windows open.
My question is, is this normal? Should I say something? We’re starting to approach the months where you sleep with the window open and I don’t think it’s considerate to let your child scream their head off but maybe that’s just me 🤷♀️
Sorry if my tone is off, but I have been awoken at 3.00 by (what I think) a screaming child and parents that may be too soft.
