Open World Combat Difficulty Modes

You think ANet would ever add this? I saw that ESO is adding difficulty options that basically scale the amount of damage you take and deal to open world mobs, and the harder it gets, the more gold and exp. I feel like this would be a great addition to GW2, as most of the open world is braindead easy - and having optional extra difficulty that's tied to the individual player would really make exploration a lot more thrilling without fragmenting the population on each map.

I get that Meta events might have to be an exception, but overall would love to see a system like this.
