For Macquarie University graduate research applications, if someone applies for a PhD scholarship and does not meet the direct PhD criteria, does the university automatically consider/counter-offer the MRes pathway internally?

Or does the applicant usually need to separately apply again for MRes?

The website says applicants “may be counter-offered entry to the MRes with provisional PhD,” so I’m trying to understand how this works in practice.
