They never really said anything explicit about it but there were some small hints that there are big changes happening to the waystones or at least the endgame tiering system.

In patch 0.4 we have Citadels requiring waystones of tier 15 or higher to attempt.

In the reveal stream we see that this has changed to require a Pristine Waystone of Tier 5 or higher.
