How to recover my skin ?

I have had this get worse for years... tried steroid and every other eyecream available.

Please can you any one routine or treatment that has worked get this regenerate my skin for new new skin hopefully. Like peeling off skin ?

This is causing image issues and makes me uncomfortable.
