Im looking for a minecraft server without griefing and consensual pvp i want it to be like 20+ players and preferably is german but can be english

Is there a way to disable this somehow, if i just simply write something after like a couple seconds of waiting ill still get kicked also when i write commands but didnt even finish writing yet
