If an attorney knows that nefarious business practices are taking place with insurance companies, homeowners and the state - Is he/she required to report to anyone?

Why would a roofer ask for access to an insurance claim? Detailed access, not just copies.

The claim remained open for almost 2 years and I did not know. Who closes the claim? The adjuster?
