Will the final rules really be published by May/June, should I be worried about my transfer in August (I am an international grad student)?
I am a grad student planning to transfer schools for Fall 2026. My transfer is scheduled for early August 2026. Would this be a problem with the new rules coming in? I saw an article that said they should come into effect late May to June.
If the new rules do come in to effect can I change my transfer date so that it’s before the implementation date (I hear that there is usually a 30 to 60 day implementation period) or will the final publishing of the rule make it not possible to change the date?
I am really worried because I really do need to transfer for personal reasons. What should I do?
Edit : the rules am referring to are the proposed DHS F1 rules. ‘An F-1 student at the graduate degree level or above may not change programs at any point during a program of study.’

I am a Physics grad student transferring to a smaller university from my current uni for personal reasons. In my current university I am working with a professor in the engineering department (co-supervisor situation I worked out because I liked his research) and I really love his research, and he also gave me funding but I have to leave.
There is a professor doing a somewhat similar research in the university am transferring to. But he’s also in engineering (he’s a departmental head). Would it be possible to work in his research group even though am going for Physics ?
