AIO: my neighbor brings his dogs to sh*t in our front yard everyday

For the past two weeks my next door neighbor has been bringing two cattle dogs on leashes to our front yard to poop at least 2 times a day. He walks out of his house comes over, the dogs poop and they go right back home. He does pick up after them. For context, my partner and I (26 F) have lived in our apartment for 1 year. It’s a small community with only 12 tenants. We have shared front and backyards, similar to a multi family home. The neighbor seems to be a middle aged single man with multiple dogs. He lives in a regular house with a front and backyard. Our properties are separated by fencing and a natural tree barrier. There are no dogs allowed in our apartment but we have 2 cats who are inside/outside. I walk to work every morning so I started noticing this habit. I walk past his house to get to work and we have occasionally crossed paths. We have never spoken but he usually watches me/stares until im out of sight. He looks like he’s going to say something but never does. There seems to be a weird tension and he is starting to make me uncomfortable. Btw I have no problem with dogs! I grew up with them and love them still. Lots of people walk in our neighborhood with dogs. The sidewalk ends when it gets to our front yard, some people walk through and some people walk on the street to go around. Some people let their dogs use the restroom in our yard and it doesn’t really bother me. It’s the fact that the neighbor deliberately comes out of his house and straight to our yard for his dogs to use the restroom and goes right back home, doesn’t even take them on a walk (everyday at least twice a day). Obviously this is starting to bother me (I’m wanting to know if it’s a valid thing to be bothered about). Should I introduce myself and ask why he brings his dogs over everyday? Should I write a letter saying “please stop bringing your dogs to poop in our yard, from your neighbor”? Or should I just let it go. The dogs are really cute and I’d like to befriend them but my annoyance of the guy is stopping me. Btw our front yard is 3x bigger than his but our backyards are the same size more or less. There’s also a church directly across the street from his house that has an open yard and looks abandoned. There’s also multiple parks in our neighborhood. One day I did see him take the dogs to the church yard and I thought that would be the end of it but then he went back to his regularly scheduled visit to our yard. His house is not well kept and I’ve never seen him until this habit started.
