Submandibular gland swollen for years

I’ve noticed this on one side of my neck for at least 6 years now. Never got bigger. If I feel it, there is the same bump on the right side of my neck. I’m certain it’s my submandibular glands but the left is slightly bigger. If I puff my cheeks with air it’s more noticeable than this photo.
9 years ago I did a CT scan on my neck for sb unrelated matter. Since this I never brought it up but my past physical exams doctors didn’t say anything when they felt my neck. My teeth are in bad shape and I know I need multiple fillings and a root canal.
Can these glands be swollen forever? Thank!
