Fix or replace?

Fresno, CA where it gets 90 and 100+ all summer. We have a Rheem 3.5 ton system with the condenser outside on the ground and the evap coil and heat pump or Furnace in the attic. During a routine tune up they noticed the AC was only blowing 5 degrees colder than the house temperature so they went exploring and I need a new evap coil and theres a broken pvc drain thing. Quoted $4400. The system is original, house built in 2012. Uses 410 refrigerant. I could fix it or I could replace the entire system with the new Rheem and 454 b refrigerant for "$14-$15k" verbal estimate (they're going to email me a official one tomorrow morning.) Home is 1990 sq feet. He said because of the insulation and everything the 3.5 should be fine, no need to move to 4 ton. Are there some AC techs that know what they're talking about that can recommend my best move here? He said everything else seems ok but he can't guarantee I'll get another 3-5 years like I was asking about.
