Bought this today and it won't charge past 36% & came new at 36% charged. What am I doing wrong or is it broke? It only came with a the power bank and charging cable.

I need to learn (husband can't due to health) how to remove this shed that is falling apart in my back yard. It is 8ft by 8ft and about 10½ feet tall. I believe the foundation is concrete blocks. How do I test the electrical that is not working? What tools do I need for the job? Do I start from the roof & work my way down?
