Unsure if Emart Credits accessible/available for use?

ORDed about a year ago, currently on exit permit studying overseas, but recently returned and wanted to buy some pants from emart but unable to access emart feature on OneNS, so unsure if I can use credits at a physical store? Anyone faced this issue?

Recently pulled the baden württemberg and tried using its main gun which has smart shells but 0 shots hit, always seem to fall short despite locking on to ship modules, anyone facing same issues lol?
