Everything's out of stock everywhere. Really don't want an AC Unity if I can help it...

I want to make a mod that disables (or drastically reduces) the ambient radiation outside of Vault 87 (and potentially some other areas), but I have absolutely no clue where to start. Anyone here willing to share their experience and knowledge? Many thanks!
