I found this card that has what looks like an ink stain on the voltorb in a splotch. Is there any way to tell whether this is ink from printing or just a stain from something later on?

Hello! I noticed that my vileplume looks weird where it says Pokemon power, specifically on the bottom of Poké. I'm sure that me being colorblind isn't helping, but it almost looks to me that the bottom of that word just isn't there. I don't see other cards on eBay looking like this either.

Any info on this would be appreciated! (Even if that info is just that this basically looks normal to people with normal vision lol).
