Integra now power at low rpm

99 gsr with an obd1 jumper

After replacing the transmission, clutch, dizzy, plugs and radiator, I have no power at lower rpm, car is on an obd1 jumper with a base map, idles and runs fine in neutral, but attempting to put it into gear and driving it runs horribly. Timing is good, I cleaned the tps, got the capicitors replaced on my ecu, cleaned the maf and iacv, but cannot get the car to drive. 02 sensor is disconnected and it is throwing a code 71 for cylinder 1 misfire, reset the ecu, and code came back up, no other codes other than the one, does anyone know what it could be

Car redlines at 3500 rpm, and has zero power below that. After replacing the clutch and trans I test drove it and had no issues, then when I went to take it to work the following day, it started to hit limiter at 3500 rpm. I replaced the distributor, radiator, and spark plugs, that’s when it began running horribly. It’s an obd1 conversion per the previous owner, with an ecu from a 96 ls on a base map, although he said he had no issues with the swap for the year he had the car, what could be causing this, I have no idea. Any help is greatly appreciated.
