Horrible smell in midtown

There is a bad smell all over midtown - like a chemical / spray paint smell. I think the source is the construction at Turner Blvd & Harney. I drove past there and plumes of smoke are coming from underground.

Does anyone know what they’re doing and what the smell is?

To the guy on the bar patio who told me about "petrichor" as it started to rain, I thought you were cute.

Knowing that, from miles away, humans can smell what the bacteria in dust produces once rain comes into contact with it is a fun fact I'll keep close to my heart, even if you never see this.
