First, I must ask, has it been revealed when exactly Celeste applied for a passport? This is important for later.
Here's how it's done.
In order for an underage person to travel without their parents is simply paperwork. Since it's been alleged that David's parents knew Celeste, they could've filled out their end of the paperwork. It's usually in a form of a letter stating, "I, whoever, has permission from [Celeste parents names], we will be traveling here, return date here, signature here, copy of ID'S of all agreed adults here, notarized here, just a glorified consent letter.
However, if, Celeste was still 10 years old and was traveling with David, it is a much more lengthy paperwork trail, but the same concept, a whole bunch of consent forms with original documents of identification.
If she was young as 2, traveling to London, with only David and his parents, border agents would immediately intervene and they all would be detained at immigration.
I'm just wondering how Celeste was able to obtain her parents signature and forms. I also asked if there's information on when she applied for a passport, because *that is* the part when you need your parent or a legal guardian. But we will see once official news come to light.

This post brought me back to memory lane. I traveled to Asia by myself at 15, Celeste's age. This was before 9/11, so the rules was lenient. A person without a boarding pass could walk all the way to the departure gate! Which makes this all the more sad because Celeste will never be able to travel the world independently and grow old with her closest friends.
