I've never seen a cop pump gas now that I'm thinking about it. Stations have a good amount of vehicles too.

Hypothetically of course, if someone buys 80% lowers and finishes them, puts their name (manufacturer) and a serial number (before the ban), and built their own rifle (after ban), it's all good right?
