I remeber seeing a movie back when i was a kid that was i think a remake/reinvention of Dr. Crazylove(?)

The main character was the son of said Dr. Crazylove(?) who caused some havoc in their town because of an invention, Then he went to university(?) where he was taught how to get out his own version of crazy love, I also remeber SPECIFICALLY a scene in the cafeteria where there was a pizza fight, I also remeber there being a bike derby thing mid-movie

Any help would be welcome!!
