Regarding the banlist (my knowledge is limited so forgive me), isnt it perfectly tailored to make KT undisputed best deck?

Best decks before we're K9VS, which just doesn't quiet work into kt becuase of level changing, DT that got obliterated on the banlist, and yummy variants that got extra deck card limited, and guess which deck has extra deck rip.
