The whole show is based off kitsch exotica and tiki lounge. Mermaid Man and Barnacle Boy are very clearly an Adam West Batman reference, etc.

Weird subculture idea i have
I imagine clothing becomes much cheaper in the special region, and dyes that are notoriously hard to get in a pre-industrial world are Relatively easy to find secondhand. So this 'impossible' clothing becomes a symbol of the rebellious youth in the special region
