I love city management games and such... I recently bought Frostpunk, in my first save I was absolutely decimated by the storm... In my second save I brutally obliterated it... Coal for 20 days or more, Food for 11 days... Total deaths was 15 if I'm not mistaken, 0 deaths during the storm and I saved and accepted all the refugees.

Image 1 - I managed to reduce the number of Londoners to 0 before they left.

Image 2 - Message informing me that I saved everyone I could.

Image 4 - 654 people in total; in the end, more than half of them were unemployed, and those who worked were the Automatons.
