Informal discussion. Should you always do it?

I'm American and new to UK job searching culture. I've seen on most postings a phrase at the end that says "for an informal discussion contact x". Is this something they want you to do? Will my application be seen more favorably if I do reach out to them? I've seen others say to reach out about accommodations questions, questions about schedule, etc. But I don't really have any questions to ask before applying to the job. I find UK job postings to be insanely detailed and I don't require any accommodations and don't expect any conflict with the job. Should I still reach out with random questions just to put my name out there?

Why did they choose Discover?

I've loved capital one so far for VentureX since I travel so much so I opened a 360 checking with them thinking it would tie all my accounts together and would be great for travel (no international transaction fee at the atm). I did not realize until I left the country that they use Discover now though. How dumb of them. I know they dont only focus on travel but its one of big dogs in the travel community when it comes to banking. Discover is useless outside the US. Will be moving all my money back to my credit union and eating the fees.
