AITAH for calling cps on my husband's sister and his mom?

I am trying to condense 4 years of child neglect in a small story so bare with me. Long story short. Ny husband's sister has been spoiled by my husband's mom her entire life. Never had to lift a finger and treated the mom like dirt. I've been with my husband for 8 years now and I've never seen someone treat their mother so poorly. Anyway, she met a guy online and drove to texas to be with him. She ended up getting pregnant. Everyone in the family was worried because she couldn't take care of animals let alone a child. She has had numerous cats and dogs die under her watch due to neglect and unsafe living conditions. Well she had cps on her behind from the moment she was pregnant. I am assuming she was still smoking and doing drugs during her pregnancy.

She gave birth to a baby boy in March of 2022. He had issues from the get go and needed the nicu. He couldn't come home for a few weeks due to health issues. She finally brought the baby home. In less then 4 months, cps was coming to remove the child from her care. Rightfully so. My husband's mom found out about this and drove 20 hours from Ohio to Texas to bring her and the baby back. When you have a cps case open, it is illegal for you to leave the state. So what they did was highly illegal. They came back to Ohio and a few days later the sheriff showed up to check on the welfare of a child. The mom stated there was no jurisdiction and they got away with the illegal fleeing.

So now shes been in Ohio for 3 years, and has had numerous cps cases open against her. She straight up neglects her son. She cant be bothered to look up from her phone to watch him. He basically has 0 supervision. The mom wont do anything about it because she refuses to take in the little boy. Everytime there is a cps case open, the mom will pay for an attorney and cps ends up dropping the cases.

Recently, the little boy was outside playing. My sister in law was sitting in the hammock, playing on her phone and not watching him at all. The little boy tried to take food from the dog, and the dog completely bit into the side of his face. We live in a small town so he had to be life flighted to a bigger children's hospital for immediate surgery. He almost lost his eye over the situation. My mother in law and sister in law completely lied to the hospital. They said it was a stray dog and that it was all an accident. This absolutely was completely false.

I ended up calling cps because I feel like no one is thinking about the little boy. My mother in law only seems to care about protecting her daughter rather then the child. She has straight up said her daughter wont change but she will do everything she can to keep the little boy with her because my mil cant take the child.

He is being purposely kept in an unsafe situation and I feel morally wrong by not reporting it. I know they were visited by cps because my mil posted about people being snakes. She is more angry at the anonymous caller (me) then her daughter not watching her son. I decided not to tell my husband because I am scared of what he will think. I am starting to question if I did the right thing. I also want to add that he is 4 still wearing diapers and taking a bottle... I really feel like this child has no hope.
