I cannot for the life of me figure out why my new dash cam won't work with the car turned off.

2016 Hyundai i30

I have the BATT cable tapped into the 10A interior dome light fuse slot (Always live)

I have the ACC cable tapped into the 15A 12V (Power outlet) fuse slot (ACC/ignition live)

I have the ground connected to a bare metal bar near the steering collumn labeled "GR". (I assume this is ground and it's not just angry)

With all of this connected, the interior light turns on, and the 12V plug charges my devices.

The data transfer cable and the included factory cable both power on the cam from the 12V connector.

BUT for some reason, the power cable for the hardwire kit refuses to turn on.

I have tried several different earthing points and none seem to have made a difference. Including bare brake booster bolt, fuse box bolt and now the steering collumn bolt, and have no more potential options. Is it a potential power issue with the taps drawing too much?

Please help!
