How do I deal with a reactive pup to... everything?

I have a 3.5 month old pup who is...being a pup. The scratching and biting I've come to accept.

But it's the reactiveness that is killing it for me. When he sees a person his brain shuts down. If they are not close he will just stop and stare. If I try and give him a treat or talk to him, it's like he's in a whole different world. If they are reasonably close he pulls hard on the leash. The few times I've actually let someone pet him he absolutely goes mental and throws himself at them and cries as he just body slams them repeatedly. Every dog with their owner is afraid of him because of how crazy he is.

He just started group puppy classes and he cannot do commands or accept treats because he's so distracted. During socialization he ran off and hid in a corner when other puppies wanted to play with him which baffled me.

I thought if I socialized him early I could avoid this behavior, but I guess not? Does he grow out of this? Am I doing something wrong? I'm getting afraid of taking him places because he just loses his mind.
