I have been gifted this crochet set and can’t figure out how to do the ruffles, I’m assuming that R2-4 shouldn’t all be going into R10 but should instead cascade down

I have no idea how to read the 8(…) etc to fit into 24, 40, 48 stitches that I have from the previous rows

Which stitches should be going into the set of stitches to do 8 times over?
