Visited a few days ago and i'm honestly shocked, this isn't what you can see in any EU capital even in the poorest countries. At least not in the center. Graffiti and vandalism everywhere, streets are dirty, buildings too, evident lack of maintenance everywhere. Looks like stereotyped "Eastern Europe" the way Americans imagine it lol - even if in the actual Eastern Europe you don't find that anymore (been in the far away, God forsaken province in Poland a month ago and was positively surprised how well-maintained, polished, orderly it is).

Why?

PS: Hotel on the other hand, was very nice, and i got much better amenities and service than i expected for just 300 EUR per night.
